Overall purpose of the role

Under the line management of the MEAL Manager, the Country MEAL Coordinator will work closely with technical leads at country level, programme field teams, and field-based MEAL staff, to ensure that the DRC MEAL minimum operating procedures are adhered to, systems and processes are rolled out and being implemented. The Country MEAL Coordinator will be responsible for coordinating all country led MEAL related works, supports in logical framework development for proposals, leads on the writing of PDM/evaluation reports, as well as DRCs Results Plan. The coordinator will provide technical support to MEAL field teams, and serve as backstopping support to area offices. The Country MEAL Coordinator working closely with the MEAL Manager, will be responsible for strengthening DRC Somalia’s monitoring, evaluation, learning, and accountability.

Responsibilities

Monitoring and Evaluation

• In coordination with programme technical leads and grants, lead on logical framework development for all proposals.

• Develop MEAL Plans for all projects and ensure dissemination and trainings to MEAL field staff.

• Ensure PDM tracker, MMP, and ITT are all up to date in close collaboration with field MEAL teams and in line with internal standard operating procedures.

• Develop or review relevant tools/methods to improve data collection for e.g. baseline studies, impact assessments, etc based on lessons learned.

• Harmonize MEAL data collection tools across DRC programmes in relation to the data management needs on specific project designs.

• Digitalise all data collection/registration tools as needed through Kobo.

• Organize, participate and lead on Third Party Monitoring/ External Evaluators visits across the DRC Somalia portfolio depending on donor requirements and needs.

• nalyse and draft post distribution monitoring reports.
